I weigh their usefulness largely on how well the unit scales late game and if I can keep using them. Though like Jyk7 says, pretty much every unit in this game is situational. His meal comes in handy with keeping very lucky eagles at max happiness, but I never use brew brothers otherwise. I do try to keep a bard skills unit in halfling armies but I think any other halfling support unit has better abilities. Why the brew brother? Personally I avoid them because of the short range attacks. The Orc Priest is incredibly destructive with those three damage types, the curse ability either disables a unit for a turn or softens it up nicely. When he gets gold he get's the ability to disable enemies with his attacks. The priest can heal as much as the brew brother, but gives a more useful buff. Invigorate from the racial governance is also very handy for getting two turns with more powerful units, my favorite as warlord because there are so many tougher tigran units she can use it on. She gets phase at gold and is great at warping on top of walls and neutralizing archers. Especially when I can do that when she's engaged with a melee unit. She's got a great elemental melee attack and being able to shape shift then pounce is incredible at opening up units for further flanking without taking any damage. The Tigran Mystic is a very strong unit, but she doesn't act like a normal support unit.
